El Paso County is in the western part of Texas. As of the 2020 census the population was 865,657, the ninth most populated county in the state. The county seat is the City of El Paso, the six-most populated city in Texas and the 22nd most populated city in the United States. The country was organized in 1871, and is northeast of the Mexico-United States Border.
The government of the county is a Commissioners Court which includes a county judge and four county commissioners who represent individual precincts. The County is home to Hueco Tanks, a National Historic Landmark and one of the world’s best rock-climbing destinations. The weather is sunny year round which makes El Paso the perfect place to enjoy a high quality of life and attractive residential areas.

The location of El Paso County presents unique opportunities for citizens of America and Mexico. The County is also home to Fort Bliss, the largest Air Defense Artillery Training Center in the World. Fort Bliss includes more than 1,119,700 acres and stretches into New Mexico.

Courthouse

The El Paso County courthouse is an amazing high-rise with flat surfaces covered by reflective glass. The building contains a mural titled “Our History” that spans three walls beneath a glass ceiling. The courthouse was built in 1991, and is located at 810 E. Overland, El Paso, TX 79901. The building is approximately 22 stories high.

County Clerk

The El Paso County Clerk is Delia Briones, and she can be reached at 915-546-2071 email countyclerk@epcounty.com. The duties of the Clerk of El Paso County is “to secure, preserve, and generate public and vital records. They are charged with upholding the highest standards of integrity as public servants, maximizing the use of technology and e-government services while providing the utmost accurate, professional, and efficient service to our community.”
The County Clerk is also responsible for preserving, creating, and managing records pertaining to civil cases along with probate matters.
The County Clerk in El Paso County provides public access to records in accordance with government regulations and laws. The County Clerk also provides support for local elections, provides information for marriage licenses, and provides a fee schedule for the public. The fee schedule is located on the County Clerk’s website.

District Court

District Courts in El Paso County, Texas handle cases involving property taxes, intellectual property, contract disputes, workers’ compensation, wrongful termination, asbestos, and city ordinances. The 327th District Court and the 409th District Court handles criminal cases. Other District Courts include the 34th, 168th 243rd, 171st, 120th, 210th 346th, and 346th District Courts. These courts handle both civil and criminal cases.
Civil District Courts only handle family cases including divorces, modifications of child support, protective orders, adoptions, terminations, child protective service cases and juvenile prosecutions. The Court of Appeals

The 8th Court of Appeals, located in El Paso County, Texas, was created by the legislature in 1911. The Court is composed of a Chief Justice and two justices. The Court of Appeals has appellate jurisdiction over civil and criminal cases appealed from the district and county courts in 17 counties in Texas. The 8th Court jurisdiction includes civil cases where the judgement exceeds $100 and criminal cases except in post-conviction writ of habeas corpus and where the death penalty has been imposed.

Drug Court

The 384th Adult Drug Court Program is a partnership between non-profit, public, and private entities who are united to address and treat the problem of handling drug-abusing offenders. Individuals who revert back to criminal behavior because their needs are not identified and treated in a traditional court setting are remanded to Adult Drug Court Programs.
El Paso County is in close proximity to the Mexican border and easy access to interstates 10 and 25. These factors have earned El Paso County the label of being a high-intensity drug trafficking area with high substance abuse and mental health issues.

The mission of the DWI Drug Court Program is intended to reduce recidivism of alcohol drug offenders and to enhance public safety. The program is a cost-effective integrated care program and uses a judicially supervised treatment and innovative case management.

Participants of the Program are 17 years or older with DWI offenses that are misdemeanors, felonies, and federal charges and who reside in El Paso County, Texas. You cannot be a part of the program if you have a conviction involving a death, aggravated assault with a deadly weapon, or of a sexual nature, and assault on a public servant.
The Drug Court Program was established to administer financial and technical assistance, training, related programs, guidance, and leadership to offenders.
